I am afraid that if your credit card is "dutch" you have to make purchases in the European Adobe store, like you were still living in Holland.
Adobe does not allow to make purchases in a regional store with credit cards from other areas.
E.g. in the USA Adobe store, people using European credit cards are not allowed, as they would benefit from different (lower) prices, that would harm their gross benefits and the pure existence of the European Store, as well as the local sales and support teams in each country.
If you buy in Europe, at those inflated prices, you can still change the language from Dutch, to German, or French and even Spanish.
You will need a "mexican" credit card to make purchases in that Adobe store. And that's likely your best option.
