When Dreamweaver CC was released a year ago, the announcement was about the removal of the server behaviors. Nothing was said about replacing them.
Although it's possible that Adobe will add updated features to a future version of Dreamweaver, you shouldn't depend on it. Both DMXZone and WebAssist have created commercial extensions to Dreamweaver that replace/improve on the now-defunct server behaviors. They're not free, but you might find it worth paying for them if you don't have the necessary skills (or time to acquire them) to hand-code PHP.
