I'm experiencing exactly the same error on Mavericks.
The error happened after I canceled an update of Photoshop CC.
I tried to sign out - sign in and also checked the GlobalSign certificate.
Uninstalled - reinstalled Creative Cloud Desktop.
It didn't help.
The only advice left from what you listed is to uninstall-reinstall all CC apps - which would be enormous waste of time for me just to try to make the CC Desktop app work.
Do you think there's any other way to fix it?
Any advice will be appreciated!
