We can't know. You have not provided any system info, details about your footage and a zillion other things. The blatantly obvious sticking points would be:
- PS is not a video editing app
- when it does video it depends on a suitable hardware
- your system does not meet the requirements
- your footage is not in a format that PS can use with hardware acceleration
