For example, if viewing on your 1920x1200 monitor at full-size, the answer is 1920x1200.

 

How will you or your recipients going to be viewing? (on what system, with what software..). For example, if it's for uploading to Flickr, then you may only need 1024x768 or so (dunno anymore). If it's for email, then maybe 800x600 will suffice. If recipients will be printing as large as possible, then don't resize...

 

To be clear: the more you downsize, the less develop-module sharpening matters, and the more output sharpening does matter. Did you say you tried 'High' and it's no different than 'Low' (when viewed at 1:1=100% I mean) ??? If you don't understand the question, then say so, loudly .
