Can't download .7z software

Extremely frustrated. Purchased Photoshop Elements six months ago. Had trouble installing initially. Older computer died and got new computer. Trying to reinstall Software. It starts downloading the .7z file, but when it completes, it says it can't find the right file type. Don't know where to go from here. Hopefully, someone can help. I find this support site to be absolutely terrible...
