I had this problem too.  I was just about to give up having tried everything and spent nearly two hours with Adobe support yesterday.  I was about to give up.  This seems to have fixed the problem though I had to do it twice and reinstall Photoshop.  Please get this solution onto FAQs on main site somewhere!
