I believe it may just be the webpage that you download creative cloud from may have some things that internet explorer 8 doesn't support.
Though it probably doesn't have any bearing on how photoshop cc actually works after being installed.
If you really want to stick with ie 8 rather than ie 11, then Firefox should work to download the creative cloud application and then photoshop cc.
