Could you provide the link to the page that you are looking at?  Or does it require to log in?

Here is a different web page that we can use for experiment.  We need to check if it works with a different web site (other than Michigan.gov).

1. Open the link above in the web browser on your Android device.  Here's what it looks like if you use Google Chrome as the web browser on a Samsung Galaxy S4 (phone).
   
2. Zoom in to the upper right corner - "What's new".
3. Tap the first link "Acrobat XI SDK Release Notes". 
   Result 1: A toast message "Starting download" appears near the bottom of the screen.
   Result 2: A down arrow appears in the top status bar of your Android device.
   
4. Swipe down from the very top of your device.
   This may look different on your Android device.  But there should be the Notifications section.
   
5. Tap the file name ("release-notes-acrobatxis...").
   The "Complete action using" dialog pops up.
   

I have verified that it works with several different Android phones/tablets.  A downloaded PDF document is opened in Adobe Reader for Android successfully.

If it works with the Adobe page (http://www.adobe.com/devnet/acrobat.html) but does not work with the Michigan.gov mibridges web site, the Michigan.gov mibridges web site has a problem.

If neither one of them work, try with a different Android device or ask your friends to do the same with their Android devices.  Please make sure to install Adobe Reader for Android first.
