Could you provide the link to the page that you are looking at? Or does it require to log in?
Here is a different web page that we can use for experiment. We need to check if it works with a different web site (other than Michigan.gov).

- Open the link above in the web browser on your Android device. Here's what it looks like if you use Google Chrome as the web browser on a Samsung Galaxy S4 (phone).
- Zoom in to the upper right corner - "What's new".
- Tap the first link "Acrobat XI SDK Release Notes".
Result 1: A toast message "Starting download" appears near the bottom of the screen.
Result 2: A down arrow appears in the top status bar of your Android device. - Swipe down from the very top of your device.
This may look different on your Android device. But there should be the Notifications section. - Tap the file name ("release-notes-acrobatxis...").
The "Complete action using" dialog pops up.
I have verified that it works with several different Android phones/tablets. A downloaded PDF document is opened in Adobe Reader for Android successfully.
If it works with the Adobe page (http://www.adobe.com/devnet/acrobat.html) but does not work with the Michigan.gov mibridges web site, the Michigan.gov mibridges web site has a problem.
If neither one of them work, try with a different Android device or ask your friends to do the same with their Android devices. Please make sure to install Adobe Reader for Android first.
