cannot merge changes with bc

I have a BusinessCatalyst site that was built in muse for a client and was published to their account (They have Creative Cloud for enterprise). They have several employees that need to make small changes to the site occasionally using the in-browser editing. They are able to make those changes fine and they are applied to the site with no issue. But when anyone opens the .muse file on any computer , mac or PC, it recognizes that there are changes and does the normal "Would you like to review these changes" thing. But, it never gives the option to actually review and merge. It shows the progress bar that says it's checking the files and has the "Review and Merge" button at the bottom greyed out while the progress bar goes across, and then as soon as that's done it immediately opens another box that says "Sync Complete". None of the changes are applied to the muse file and if I go and try publishing the site it wipes out all of the in-browser edits that have been made. If I try to manually sync it (File>Sync with web version) it says that there are no changes. I have tried publishing to a temporary site and it does the same thing with that one. I sent in a copy of the site to support but so far they've said they can't find any issues with it and weren't able to replicate it. It doesn't look like there are any recent errors in my muselog.txt, and nothing in the past related to this. As far as I can tell this was working fine until we updated to the newest version of Muse. I've also tested this doing the in-browser editing in all major browsers with no difference. I've reached out to support but I'm hoping maybe someone in the forum has run into this and can either provide a workaround or confirm that it is some type of bug. Help please! This client has already paid and isn't able to make any changes to their site, which was their #1 request.

 

P.S. This is not my first time to the rodeo. I've built tons of sites in muse and never had this issue. Everything is on the current version.
