It does seem like some service providers treat the emails from the Adobe server as spam but it is hard to know as there are no error messages. I have just tried using my ISP and did not receive the email so you are not alone. It does seem to work best with web services like hotmail or gmail.
I have installed Windows Live Mail 2012 on my Windows 8.1 system. I configured it to link with my ISP and can use that from Photoshop Elements. If you want to try that, then I can help you more.
If you don't want to do that, you could get your hotmail.com account (now called outlook.com) to forward emails to your sympatico account.
